1.0 INTRODUCTION
The John C. Munro International Airport, located in Hamilton, Ontario is the largest multimodal cargo facility in Canada. It is also one of Canada’s ten largest passenger airports (Government of Canada, 2006). Hamilton International Airport Limited, or ‘HI’, is a division of Tradeport International Corporation and is the governing authority responsible for developing, managing and operating the airport. This is in accordance with a 40 year lease agreement that currently exists between HI and the city of Hamilton which expires in 2036 (Hamilton International Airport Limited, 2007).
