Globalisation And Human Resource

EXECUTIVE SUMMARY
“To manage people well, companies should elevate HR to a position of power and primacy in the organization, and make sure HR people have the special qualities to help managers build leaders and careers.” (Jack Welch 2005: 98)
Surviving in this era of globalization, organizations face varying degree of challenges to remain relevant and to obtain that ‘extra’ competitive edge. In doing so, HR managers play a vital role in ensuring that strategies adopted by the organization are fully supported. The challenges faced by HR managers in the current global trend include, but not limited to the following: Managing across borders, coping with technological change, developing human capital, containing escalating cost and managing constant change. The nature of these challenges and how HR managers may address those situations are elaborated further in this paper.
In the second part, the paper will look at the current dilemma facing organizations where although human capital has been regarded as the foundation of value creation, yet emphasis on managing it is few and far between. To be able to manage the human capital properly, a proper measurement is needed to be able to ascertain the impact that each variable has to the ultimate organizational strategy implementation. The HR Scorecard method is put forward to capture these variables linking it to the people, strategy and performance of the company.
By having a proper measurement tool, the organization can now drive its efforts towards having a High Performance Work System where the employee’s involvement, performance and flexibility are then maximized. This paper will discuss the necessary steps that need to be taken to achieve this state of practice.
