The Conception of urban pricing was introduced to solve congestion problem and control number of road usage for a big city. As the number of cars are increasing continuously and so there is an increase with the amount of pollution. The government know that and find the method to encounter with it. So, they launch an ideal solution as called “pay as you go road charging”. Road charging is a mechanism of method to monitoring distance of each driver and calculate into payment according to reduce demand of using road which they hope to be beneficial to the economy. Singapore was the first city to preface congestion charging in 1975 (Santos, 2005). Congestion charge zone has been settled down in the downtown of London approximately approach with 370,000 inhabitants and 1.2 million jobs (Banister, 2003). Pay as you go method has been acclaimed as the best way to reach the objective of reduction in amount of vehicles in the urban zone. However, this essay will argue that congestion charging is the best way to solve Britain’s traffic congestion problems. Next, they also argue that congestion charge will be effected on small business in term of lost in revenues.

It has been argued that there are better ways to minimize the effect on the environment than using of road charging. Many researchers try to develop alternative choices to use with passenger’s car in term of decreasing in fuel consumption and also friendly with our environment. For instance, hybrid car is the ideal project for Toyota motor corporation to develop city car that can consume less energies. Hydrogen car is also in the big research of BMW and many car’s company. The mayor of London has planned a policy to let some small car to exempt from paying London congestion charge. For example, Fiat Panda, Ford Fiesta and Renault Clio.
