Introduction
4C Controls (4C) is a leading international security and surveillance group offering diverse and integrated solutions base in Paris, France and New Jersey, United States (US). 4C's strategic goal is to become a world-renowned producer of high-resolution satellites for commercial use. 4C Controls is planning to expand its international presence and growth with the construction of three Satellite Ground Stations at strategic locations in the Middle East, Africa and Latin America, for receiving, processing and analysing satellite images. (4C Controls, 2008). 4C Controls acquired a new company in the United Arab Emirates (UAE). 4C human resources (HR) Director has asked by Chief Executive Officer to prepare a comprehensive staffing strategy for the new expanded company in preparation for a strategic audit of the HR systems in the acquired company. This paper identifies the challenges facing 4C Controls as it expands business in the UAE, including cultural and regulatory factors and describes recruitment and selection practices. Training and development options and changes to 4C Controls organizational structure will be discussed in this paper.
Situation analysis
4C Controls announced signing of a binding agreement to acquire Zahra Technology the United Arab Emirates (UAE) base company and its wholly owned subsidiary Zahra Security Systems in September 2008 in order to expand its international presence. 4C Controls will acquire 80% of Zahra and the founders and senior management of Zahra will retain 20% ownership of Zahra. This acquisition is the first of further strategic acquisitions which 4C’s plans as part of its growth strategy and business model.
